Post subject: Help playing Higher Faster Longer (confusing rules)

I'm trying to do the Javelin event, and after trying to get help from various people, we're at a loss as to how to do it. The wording doesn't make a lot of sense, and I sent an e-mail to the creator asking for help, but haven't received any response yet.
This game does look great, but I truly don't get it. Is anyone available to help?
